1.1 The Association shall be called the Combined Services
Polo Association as a sporting association within the British Armed
Forces.
1.2 The short title shall be CSPA.
1.3 The CSPA is affiliated to the Hurlingham Polo Association,
which is the National Governing Body of Polo and subordinate to it
on all matters of polo policy. The CSPA will represent the Royal Navy,
Army and Royal Air Force Polo Associations interests at the Hurlingham
Polo Association. The Single Service Associations are subordinate
to the CSPA on all Service polo policy matters.
2. The objects of the CSPA is; to promote Polo amongst all
ranks of the British Armed Forces by providing the opportunity to
take part in a skilful, challenging and increasingly popular sport
in order to enhance military esprit de corps and efficiency.
3. The Patron of the CSPA is His Royal Highness The Prince
of Wales.
3.1 The Executive Committee/Board of Trustees shall administer
and manage the Association in accordance with this constitution and
contain the following Officers/Trustees:
a. A President (non-voting).
b. A Chairman.
c. A Vice Chairman.
d. The Chairman of the Royal Navy, Army and Royal Air Force
Polo Associations.
e. A Director
f. The Honorary Secretary (non-voting) will act as secretary
to the Board
3.2 The Officers/Trustees may co-opt further non-voting members
into the Executive Committee:
a. A representative from the Tidworth Polo Club (The Combined
Services Club).
b. The CSPA HPA representative.
c. A representative from The Rhine Army Polo Association.
3.2.1 In furtherance of the objects but not otherwise the Executive
Committee may exercise the following powers:
a. Power to raise funds and to invite and receive contributions
provided that in raising funds the Executive Committee shall not undertake
any substantial permanent trading activities and shall conform to
any relevant requirement of the law;
b. Power subject to any consents by law to sell, lease or dispose
of all or any part of the property of the charity;
c. Power to cooperate with other charities, voluntary bodies
and statutory authorities operating in furtherance of the objects
or of similar charitable purposes and to exchange information and
advice with them;
d. Power to establish or support any charitable trusts, associations
or institutions formed for all or any of the objects;
e. Power to appoint and constitute such advisory committees
as the Executive Committee may think fit;
f. Power to do all such other lawful things as are necessary
for the achievements of the objects.
3.3 The Finance Committee shall consist of the following Officers/Trustees:
a. The Chairman
b. The Director
c. An Executive Committee nominated Service Association Chairman.
3.4 The Finance Committee, acting on behalf of the full Executive
Committee/Board of Trustees, shall be responsible for the recommendation
of an Auditor and the investment of the Association funds in accordance
with its reserves policy. They are also to apportion funds as grants
as and when they are requested. They will annually (as a minimum)
give a detailed account of their activities to the Executive Committee
and report to the AGM.
4. Membership of the CSPA is open to all organisations and
individuals in the British Armed Services who have Hurlingham Polo
Association membership (to guarantee insurance cover and that they
play under the universal rules of the sport).
5. The CSPA will also take guidance from the Combined Services
Sport Control Board and work closely with it on matters of policy
and finance.
6. The CSPA will manage the Combined Services Polo Team in
all aspects.
7. Each year the Chairman shall convene an Annual General Meeting
at which all active Armed Forces polo organisations shall be represented.
Individuals may attend by prior arrangement with the Director or Honorary
Secretary.
7.1 The Executive Committee may from time to time make and
alter rules for the conduct of their business, the summoning and conduct
of their meetings and the custody of documents. No rule may be made
which is inconsistent with this constitution.
8. The CSPA account shall be managed in accordance with Annex
J chapter 5 paragraph 6 of Queens Regulations for the Army.
Auditors are to be appointed by the Finance Committee from outside
the military.
9. The CSPA will offer financial support for tours, scholarships
and initiatives designed to encourage and train players. It will annually
invite and fund where necessary a visiting foreign team to tour and
play in England.
10. If the Executive Committee decides that it is necessary
or advisable to dissolve the association it shall call a meeting of
all members of the association, of which not less than 21 days
notice (stating the terms of the resolution proposed) shall be given.
If the proposal is confirmed by a two-thirds majority of those present
and voting the Executive Committee shall have power to realise any
assets held by or on behalf of the Association. Any assets remaining
after the satisfaction of any proper debts and liabilities shall be
given or transferred to such other charitable institutions having
objects similar to the objects of the Association as the members of
the Association may determine or failing that shall be applied for
some other charitable purpose. A copy of the statement of accounts,
or account and statement, for the final accounting period of the Association
must be sent to the Charity Commission.
This Charter was formally adopted on 17th January 2002 at the
AGM of the CSPA.
